I am so sorry that you had this experience; I know how frustrating and dangerous it can be. However, I applaud you for posting this--you have taken a very important step.
Unfortunately, there seems to be a real gray area regarding what can be done here. Neither the Police nor Animal Control seems to want to get involved in these situations unless they involve injury to a person. During business hours, when P & R personnel are present, they will ask the owner of the aggressive animal to take the dog out of the park. However, these things rarely happen during those hours.
The PDOA has not given up this fight nor will we. Whenever you encounter an aggressive dog in one of the off-leash parks, get as much information as you can and spread the word. Got a camera phone? Snap a picture. Post here and email me personally. If the aggressive dog and the owner are repeat offenders and we can identify them, they CAN be banned from the dog parks.
